Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on his or her expertise as a Program Manager (Area Manager). Location - Yuma County, Arizona Responsibilities The primary duties of this position are: Oversees the delivery of Colorado River water to agriculture and municipal users in California, Arizona and Mexico. Maintains the Colorado River from Davis Dam to the Mexico border. Manages the salinity program to meet the requirements of U.S. treaties with Mexico. Develops partnerships with local, state, federal agencies, Indian Tribes and water users. Provides strategic planning and supervision to subordinate organizational units in the execution of program objectives. Serves as the advisor to the Regional Director on activities and relationships within the jurisdiction of the YAO including matters of confidential nature, congressional inquiries or other special interests. Ensures effective operation and maintenance of reserved and transferred works facilities is carried out. Qualifications GS-15: In order to qualify for the GS-15 grade level, your resume must reflect one year of specialized experience at/equivalent to the GS-14 grade level. Specialized Experience for GS-15: Experience performing program management or professional engineering, natural resources or scientific work in support of the operation and maintenance of dams and/or hydropower facilities, water control systems and associated facilities; experience in planning, design, construction, operation, or maintenance of complex and difficult civil works projects related to power and/or to the storage and conveyance of water such as canals, dams and pipelines; experience in managing or personally performing complex and difficult work on water resource management issues that are inherent in overall program management of water resources projects. Work experience should be at the senior level and demonstrate most of the following: project and program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies in implementing water resources projects; providing counsel to higher organizational levels concerning sustainable water resource issues; and ability to lead and supervise a multi-discipline staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
