The Contracts Manager in this Advanced Technology, Advanced Effectors role will provide strategic Contracts leadership for several portfolios of proprietary development programs including competitive pursuits. Program areas include Advanced Air Warfare Systems, Advanced Enabling Technologies, and Integrated Kill Chain Architecture. The individual will be a working team lead of two Contracts professionals. This role includes analysis of Request for Proposals (RFP), proposal reviews and coordination, contract negotiation, estimate at completion (EAC) reviews, support of program management and execution reviews, Intellectual Property and investment strategy development, and general contract administration. Responsibilities include working closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit and negotiate pricing proposals; providing guidance to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies; advising management of contractual rights and obligations and possible mitigation of contractual/program risks.
US Citizenship is required as this position needs an active US Security Clearance as of day one of employment
10 years of contracts or related finance/subcontracts experience including negotiation and administration of major contracts and/or subcontracts
Bachelor’s Degree, preferably in Business, Finance (advanced degree may be considered in lieu of additional years of experience)
Prior experience with US Government contracts
U.S. Citizenship is required
Active Top Secret security clearance
Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
Experience managing development contracts
Experience with competitive contracts
Experience as a team or program contracts lead
Experience with Cooperative Research and Development Agreements
Ability to understand the financial aspects of contracts and risk quantification
Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
Experience working is a fast-paced environment, where prioritization is required to be effective
Proven record of responsiveness with strong time management and organization skills
Contractual acumen with proficiency in contracts fundamentals
Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
Juris Doctor or MBA a plus
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations, and drug involvement.
