JOB SUMMARY: This position will require high level coordination with all departments and requires technical knowledge of Departments ability to execute Division's business plan(s). The person in the position will perform all technical aspects of site development management (Offsite construction management), tract acceptance & offsite contract management. This position is also responsible for working closely and reporting to the Director, Land Development on all aspects of land development bidding and contracting tasks. 75% of the time in the office and 25% of the time in the field. This position is primarily based out of the Division office.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Site Development Management:
Prepare projected construction schedules if requested, implement, maintain and update construction schedules,
Schedule and conduct contract and scope of work briefing meetings,
Schedule and conduct pre-construction meetings with subcontractors, governmental agencies, utility companies, consultants etc.,
Daily coordination of governmental officials and inspectors, consultants, subcontractors, construction staking providers in execution of site development tasks,
Monitor subcontractors' work and/or utility companies' work for compliance with construction schedule and workmanship, and
Provide weekly update.
Tract Acceptance and Bond Exoneration:
Schedule and participate in municipal inspections to achieve final acceptance of improvements,
Address municipal punch-list items for tract acceptance,
follow-up with municipal agencies to obtain final sign-off letters for bond exoneration, and
participate in bond exoneration meeting as necessary.
Bidding & Contract Management:
Prepare Bid Form, Bid Spread, Bid Analysis & Recommendation for Bid Award to the Sr. Director, Land Development & Planning for Approval,
Contracting Drafting & Administration,
Review and approve subcontractors' and consultants' progress billings,
Review and negotiate subcontract change order requests and provide recommendation for approval or denial,
Provide cost impact to budget due to change orders and participate in monthly land development budget update meeting, and
Provide projection of upcoming extra work and report to the Sr. Director, Land Development & Planning its cost impact to the budget at all times.
Position will require interfacing with regional accounting personnel to accomplish monthly budget adjustments to ensure funding levels are adequate to support project through build-out and bond release. Provide justification for increases/decreases to budget with coordination with Division VP of Finance.
Special Assignments as may be required, such as management of project account receivable, preparation of request for reimbursement package, assistance in bidding special projects etc.
- College Degree preferred. Degree in Civil Engineering or Construction Engineering & Management is ideal.
- The ideal candidate will have 4 to 6 years of site development construction management experience.
Knowledge, Skills & Abilities:
Proficient in using Microsoft Office Suite and Microsoft Project Scheduling Software or equivalent.
Good with numbers.
Good written and verbal skills, detail oriented with good follow-up and follow-thru skills, good people skills and problem-solving skills are required.
Ability to take initiative and be a self-starter is a must.
Able to multi-task is a plus.
Willingness to travel is required.
Must be familiar with blueprints, grading plans, improvement plans, landscape plans etc.
