This job was posted by : For more information, please see: Position Summary:The Economic Workforce Development Case Manager conducts interviews/analysis of program applicants, informs participants of available EWD services, completes the intake/eligibility process as required, and develops/delivers supportive services for the EWD program participants. The Case Manager maintains case files and contacts agencies/employers for job development. This is a program funding dependent position.Essential Duties & Responsibilities:Eligibility: Provides EWD Orientation to prospective EWD participants Recruits, completes from JT-001 and all required paperwork, screens and verifies eligibility of youth, adult, and older worker applicants for EWD programs Interviews and refers applicants to facilities, counselors, and various supportive services as appropriate Administers reading and math testing to EWD program applicants/participants Maintains complete eligibility files including documentation, as required, for each applicant Reviews all pertinent data to assure that job orders received from employers contain all information necessary for effective placement and do not violate labor laws Conducts file search, calls in selected applicants, and refers them to employers using DES referral process. Verifies record referral results and DES job orders and in applicants' records Conducts follow-up services for eligible applicantsProgram: Case management Develops, facilitates, and coordinates supportive services of EWD participants for program activities (i.e. transportation, child care, medical, legal etc.) Makes appropriate referrals for outside services Counsels participants in vocation/educational needs. Coordinates activity between NACOG and training facility Visits organizations to monitor employees and EWD participants to ensure that both parties are meeting established agreements Contacts participants who have dropped out of the program in an attempt to guide them back to activities, participant status, or referral to other appropriate agencies or programs. Provides case management and file documentation, as required for each participant. Contacts agencies/employers for job development, invoicing, requests for payment, write contracts, maintain agency files and documentation. Develops client job readiness, assesses skill interest and aptitude. Mediates problems between participants and supervisors or instructors; develops working relationships with employers, participants, and training institutions to gain cooperation in resolving problems with individual participant's progress. Consults with supervisors or senior professional staff on difficult cases and refers participants to other resources when their needs cannot be met within the program capability. Completes required EWD paperwork; includes facilitation and development of WDC reports as required. Develops Individual Service Strategy (ISS) per EWD requirements. Completes all required paperwork, and maintains accurate program files. Develops Request for Payments following basic guidelines. Provides orientation services to groups, organizations and individuals. Education from an accredited college or university may be substituted for experienceReq uired Knowledge, Skills, & Abilities:Knowledge of counseling techniques. Knowledge of and ability to implement federal and Arizona laws, rules, policies and procedures relating to various EWD and social service programs. Interviewing and counseling techniques to establish and maintain effective working relationships with people of varied social, cultural, and educational backgrounds. Self-motivated. Must be bondable and able to pass state and federal background investigations Other Skills and Abilities:Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
