POSITION SUMMARY: The Staff Engineer is a hands-on technical leadership role responsible for designing, building and maintaining complex enterprise scale platforms and architectures. The position is responsible for non-managerial leadership of an Information Technology technical team by instructing, coordinating, directing, and reviewing the technical work of other team members. The Staff Engineer develops and promotes standard operating procedures and policies for the operating platforms in their area of responsibility.

The position is also responsible for ensuring Enterprise Architecture principles, standards, and high-level (conceptual, logical, physical) architectural approaches are adhered to by implementation teams. In addition, it leads continuous improvements to the team’s software development and/or operational processes.

PRINCIPLE RESPONSIBILITIES:

  • Provides technical direction related to project deliverables for both onshore and off­shore development team members.

  • Reviews business requirements and technical analysis documentation to develop system implementation approaches designed to meet business objectives, while also consulting with Solution/Enterprise Architects.

  • Maintains and utilizes expert knowledge of, and provides system support for at least two or more complex technical operating environments.

  • Maintains code quality by leading code reviews and ensuring appropriate unit test coverage is in place.

  • Contributes to project deliverables by performing system administration and/or software development tasks as needed.

  • Provides input and feedback to team management for developers and analysts performance reviews and other hiring/promotion decisions.

  • Provides Tier 3 support and resolution of open IT issues escalated by IT Customer Support.

  • Reviews application performance metrics and consults with the development teams on enhancements opportunities.

  • Oversees the architecture, development, configuration, coding, testing, and debugging of software implementation projects and new software development for the Enterprise GIS team.

  • Leads the technical design and documentation of Republic Services’ Enterprise GIS platform including, but not limited to, development, data modeling, platform integration, data resiliency and recoverability, and business continuity / disaster recovery.

  • Leads and assists application programmers in defining applications system scope and objectives through research and fact finding.

  • Performs other job related duties as assigned.

QUALIFICATIONS:

  • In-depth understanding of GIS application development and best practices around optimization and testing.

  • Proficient with complex GIS concepts such as Spatial Projections, Geometric Networks, Density Analytics, Topology, Spatial Joins.

  • Experience developing and performance tuning RDBMS such as MS SQL Server or Oracle.

  • Deep understanding of object-oriented programming methodologies.

  • Experience with Agile software development methodologies (Scrumban, Scrum, Kanban) and Agile tools such as Rally or JIRA.

  • Experience with scripting tools such as Python, Batch, PowerShell to automate common functions.

  • Knowledge of Cloud architectures, services, and DevOps practices within Amazon AWS, Microsoft Azure, Google, etc.

  • Experience consuming and developing RESTful web services.

  • Understanding of web performance optimization techniques.

  • Experience in mentoring and educating technical and non-technical business users and peers regarding Enterprise GIS development methodologies, best practices, and tools.

  • Demonstrates accountability, sound decision making, analytical thoroughness, and clear and concise communications.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, IT, GIS, Engineering, or a related discipline, and/or 12 years of related experience.

  • Minimum of 8 years of experience designing, developing, planning and implementing software solutions, tools, operations and support.

  • Minimum 5 years’ experience with the Esri ArcGIS platform, including ArcGIS Desktop and/or Pro, ArcGIS Server, ArcGIS Enterprise/Portal, Geodatabases, ArcGIS JavaScript API.
