This driven leader will head the CIO Program Management Office leading large scale, complex program delivery for cross-cutting initiatives. The current focus is remediating a multi-year, large scale regulatory criticism with a program budget of $400m+ and over 800 dedicated personnel.
Oversees and integrates change with functional area, helping to realize the benefits of strategy while promoting operational stability. Provides leadership and operational direction and oversight for various programs/projects and change functions. Communicates with key stakeholders across the enterprise to plan, execute and ensure effective delivery strategic initiatives. Utilizes executive-level business acumen and decision-making abilities and provides effective hands-on management and leadership.

Identifies and manages existing and emerging risks that stem from business activities and the job role
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled
Follows written risk and compliance policies and procedures for business activities
Provides strategic leadership and management of direct and matrixed leaders responsible for the integrated work effort plans created to deliver the strategic vision
Leads a widespread, complex team of Program and Project Managers focusing on key initiatives in a functional area and serves as an integration point to support complex area-specific or Enterprise-wide initiatives
Ensures proper change management is in place along with measures for success, leveraging existing change management routines as needed
Develops and maintains relationships with cross-functional key stakeholders to ensure project/program management processes are integrated; lead program steering committees with top management stakeholders, program sponsors and manage or attend other governance meetings; act as a consultant for business requests and project/program structuring activities.
Participates and leads components of on-going operational planning and may collaborate with other senior leadership or line of business stakeholders across business units
Provides consultation and/or maintains current awareness of developments, trends, risk, and legal and regulatory changes in the Financial Services industry and technical fields: risk management, modeling, data infrastructure, data management, systems architecture, batch and real-time processing
Sponsors technical and business initiatives
Ensures the business is prepared to support and participate in the execution methodology for technical and business work efforts
Provides thought leadership to develop and enhance enterprise project management methods, tools and templates to deliver better client and employee experience
Makes strategic decisions that influence the operational and financial performance, ensuring outcomes effectively manage risk and compliance
Responsible for developing, tracking and reporting on key metrics (i.e. deliverables, financials, duration, benefits) and communicating findings to influence internal project/program methodologies and approaches
Identifies trends and develops action plans to resolve abstract problems outside of set guidelines that impact the process execution
Ensures proper management routines are applied to work effort
Adheres to EPMO processes, procedures, controls, standards, tools and templates (as required)
Drives the adoption and sustainment of changes within the organization in compliance with USAA’s Change Management framework
4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree.
10 years of progressive experience in program/project management leadership, process improvement and/or consulting for large strategic efforts
6 years of people leadership experience in building, managing and/or developing high-performing teams
Experience in successfully managing complex strategic program/project through the project lifecycle, from conception through rollout and on-going support in a large or medium size organization, preferably a financial institution
Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals required
Executive-level understanding and experience with strategic-level change management
Executive level experience delivering member or customer facing capabilities in a complex multi-channel, multi-product, integrated system environment
Executive level experience with systems design and development from business requirements analysis through to day-to-day management
Experience on project and program management and execution experience delivering complex work efforts working with Waterfall and Agile methodologies
Comprehensive understanding of risk management policies and procedures with experience identifying risks and key risk indicators and building processes and controls to solve for those risks
3 years of work experience in IT and/or Information Security
Program delivery experience remediating a large-scale regulatory criticism in an OCC and/or FRB regulated institution
Foundational knowledge of IT Risk and Control experience
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $155,400 - $279,800
Employees may be eligible for pay incentives based o m,n overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan: Cash payment for Executives only representing a cash payment which is both time and performance based
Stipend : As an EMG Member, you will receive an annual stipend (amounts determined by level) which will be paid in quarterly installments.
