The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.

Job Description

This position is responsible for providing support and instruction for the Joint Interoperability Test Command (JITC), Defense Red Switch Network (DRSN) Digital Small Switch 2A (DS-2A) Switch, and Peripherals Operation and Maintenance (O&M) course, and the DRSN Database Management Refresher course.

  • Develops training plans, schedules, and conducts training. Materials include outlines, texts, student handouts, examinations, and designs laboratory exercises.

  • Practices continuous process improvement for efficiency and effectiveness of training goals and implementation plans. Administers written and practical exams.

  • Evaluate trainees' performance and creates performance reports.

  • Serves as a liaison between the technical subject matter experts and the intended training audience.

  • Must meet all training objectives, goals, and requirements on time and within budget.

  • Must possess a comprehensive understanding of the organization's products and services.

  • Technical training may be developed and presented on topics that may include, but are not limited to:

  • DoD/Joint Staff test and evaluation policies and procedures.

  • Technical writing

  • DoD systems such as business, logistics, intelligence, C2; and other DoD information technology systems and networks.

  • An understanding of DoD directives and instructions and familiarity with T&E interoperability, operational testing, and developmental testing of IT/NSS is desirable.

  • Depending on the subject matter, some of this work requires team members to possess required certifications and/or appropriate experience to the training sessions such as IAT, JICO, IBS, IAM, CND Analyst, CND Auditor, and IASAEs.

The DRSN Training Facility is co-located and utilizes the equipment within the JITC DRSN Test lab. Therefore, courses are taught during the evening shift, Mondays through Fridays, from approximately 2:30 PM to 11:30 PM. Lecture-based training is conducted in the DRSN Training Room. Hands-on and troubleshooting exercises are conducted in and utilize the equipment located in the JITC DRSN Test Lab.

During non-training periods, the candidate will perform training support during the day shift generally from 7 AM to 4 PM.

  • Candidates should be knowledgeable in the DRSN subscriber features, Integrated Services Telephone, Touchscreen Executive Phone, and Enhanced Command Console operation, Long-local circuits using the Universal Digital Loop Transceiver (UDLT) Multiplexer-III (UMUX-III) and Multifunction Digital Adaptor (MDA), Survivable Emergency Conferencing Network Digitization (SECN-DZ), Presidential and National Voice Conferencing (PNVC), Channel Encryption Unit, DRSN conferencing techniques, and Multi-Level Security.

  • The candidate must also be familiar with Voice over Internet Protocol trunking, Primary Rate Interface, and Channel Associated Signaling trunking.

  • The successful candidate will be responsible for supporting training by:

  • Providing equipment and supply requests.

  • Develop or revise training materials including a minimum of course schedules, trainee guides, MS PowerPoint presentations, course handouts, examinations, and course critiques for two courses.

  • Monitor the progress of new hardware equipment as it is fielded in the operational DRSN.

  • Technical data or each new device will be analyzed and used to introduce new peripheral devices into existing course material.

  • As new software is fielded in the DRSN, any changes to existing functionality will be taught in class to reflect those changes.

  • Ensure all attendees have appropriate access privileges in place to enter Fort Huachuca and the JITC Fort Huachuca compound.

  • Be prepared to expand current topic(s) already included in either the DSS-2A O&M course or DRSN Database Management Refresher course.

  • Develop new courses based on new features and functions available on the equipment or peripheral networks associated with the DRSN.

  • Support discussions regarding training capabilities, efforts, processes, and equipment.

Here’s What You’ll Need:

Required Education and Experience:

  • Requires a Bachelor’s degree;

  • an Associate’s degree at least 6 years of experience;

  • a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 8 years of experience;

  • or at least 12 years of experience is required.

  • Requires at least 1 certification in area of specialization.

  • Additional certifications in the area of specialization may be substituted for 1 year of experience.

  • The degree must be in a relevant technical curriculum and experience must be related to the job duties.

Required Skills:

  • DoD 8570.1-M IAT Level II or higher certification (e.g. CompTIA Security+ CE).

  • Active DoD Secret clearance or above.

  • Strong technical and hands-on experience working with networks to include engineering and troubleshooting.

  • Strong knowledge of encryption hardware used in networks.

  • Experience supporting an operational network, tech-control environments, crypto maintenance, COMSEC, or systems administration.

  • Have technical writing skills to provide deliverables to the customer including Weekly Activity Reports, Monthly Status Reports, Trip Reports, Test and Assessment Reports.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
